The education ministry, in its affidavit filed with the top court on Thursday, has only acknowledged that there were “instances of irregularities, cheating, impersonation, malpractices” during the conduct of NEET UG. However, there is no mention of a paper leak. It goes on to state further that “in the absence of any proof of any large-scale breach of confidentiality in a pan-India examination it would not be rational to scrap the entire examination”.
“It is submitted that in any examination there are competing rights that have been created whereby the interests of a large number of students who have taken the examination without adopting any alleged unfair means must not also be jeopardised. Scrapping the exam in entirety would seriously jeopardise the lakhs of honest candidates who attempted the question paper in 2024,” the ministry’s affidavit read.

The CJI has proposed data analysis to identify the red flags in the conduction of NEET UG 2024 this time, some of which are:
– Not all of those 67 toppers are fraudsters, some of them might be extra-ordinarily smart. But we should see the sudden jump in the number.

– If a student has scored exceptionally good in one subject
‘If the timeline between the paper leak and the exam day is less, then the retest for a NEET UG may not happen. However, it may make sense if the time gap between the paper leak and the exam is more,’ CJI said.
CJI demands dates on when the question papers were drafted and submitted to NTA, what is the custody for sending it to the printing press and when were they sent. He has also quizzed NTA about the transportation of the question paper and the process followed to send it to Canara and SBI Bank.
The NEET UG question paper are sent to the lockers at least 5-6 days before the exam, and are pulled out on the same day as the exam, confirms NTA advocate.
The CJI questioned Counsel on foundation of allegation that the whole exam has been impacted by the alleged paper leak.

The National Testing Agency (NTA) on June 27 denied allegations of carelessly handling students’ answer sheets for the Central University Entrance Test (CUET UG) 2024.
“These are empty boxes kept outside the hall at NTA and do not have any sensitive material inside them. Never did we keep these boxes in open, as being reported by the media. Also, we have sufficient number of security personnel deployed at the place where boxes are kept,” the agency on Thursday tweeted on ‘X’ (formerly known as Twitter).
The government-appointed high-level committee headed by former ISRO chairman K Radhakrishnan had invited suggestions from the public for reforming the process in the conduct of examinations by the National Testing Agency (NTA).The last date of providing suggestions was July 7.
Unanimously passing a resolution against the National Eligibility cum Entrance Test (NEET), the Tamil Nadu Assembly urged the central government to scrap the test on a national level and approve the state’s NEET exemption Bill.
The development comes at a time when alleged irregularities over this year’s NEET medical entrance test has kicked up a massive political storm. The resolution, proposed by Chief Minister MK Stalin, once again reiterates the state’s longstanding objection to the exam.
In the wake of the controversy over the integrity of NEET-UG exam, the Centre is considering the possibility of holding the test online from next year, senior officials have told The Sunday Express. This comes as the exam has been hit by reports of suspected leaks setting off nationwide protests, more than a dozen arrests, a CBI probe, several court hearings — and now a Parliament logjam.
Currently, NEET is an annual pen-and-paper MCQ test – where candidates have to choose their answer from the options given and mark this on an OMR sheet which is optically scanned.
In the past, the Health Ministry, on behalf of which the National Testing Agency (NTA) conducts the exam, has in the past resisted suggestions to switch NEET to an online mode.
With the revised results, the topper tally has come down from 67 to 61, as six of the candidates – whose score jumped to perfect 720/720 after they were awarded grace marks due to loss of exam time – failed to get a perfect score in the retest.
However, they repeated high scores upwards of 680. This time, five out of six of those top candidates had appeared for the retest, and the one remaining student will be the original score, i.e. score without grace marks.
In this exam, as many as 813 of the 1,563 candidates had appeared for the retest, officials said. While the retest was conducted in the same six cities, the agency had selected six new exam centres this time. As per data, none of the two candidates from Chandigarh appeared for the exam. A total of 291 students out of 602 appeared from Chhattisgarh, 1 student from Gujarat, 287 out of 494 appeared from Haryana, and 234 appeared from Meghalaya’s Tura.
On Supreme Court’s and a high-powered committee’s order, NTA had conducted a retest on June 23 for 1,563 candidates, who were initially awarded grace marks after they had claimed they suffered loss of exam time.
The Union government has reached out to the states for help in ensuring the integrity of its entrance tests. Home Secretary Ajay Bhalla held a meeting with all state Chief Secretaries and DGPs to seek their assistance in overseeing the conduct of upcoming tests including the All India Ayush Postgraduate Entrance Test (AIAPGET) and the Foreign Medical Graduate Exam (FMGE) on July 6.
During the meeting, sources said, Bhalla requested the states to help introduce an additional layer of oversight for the exams by appointing one civil and one police observer for each exam centre in their respective states. An observer is charged with the responsibility of ensuring that the exam is fair and free of any malpractices.
After the successful conduction of the NEET UG retest for students who got ‘grace marks’, now over 50 NEET 2024-qualified students, including several who have been ranked first, have petitioned in the Supreme Court seeking a direction to restrain the Centre and the National Testing Agency (NTA) from cancelling the controversy-ridden exam. The hearing for the same will be held today after lunch break.
The petitioners have sought a direction from the top court to the Union Education Ministry to probe, identify and take strict action against students and others who indulged in unfair practices like paper leak and impersonation in the NEET-UG exam conducted on May 5 this year, reported news agency, PTI.
To reduce the mental pressure students and their parents feel due to the financial constraint of coaching centres, the District Collector said that a policy of easy exit and fee refund should be drafted for the students who are deported mandatorily.
He also instructed all stakeholders to ensure anti-hanging devices, security guards, CCTV etc in every PG and hostel. Along with this, instructions were also given to keep a drop box for complaints, display the numbers of the police helpline and control room. He told coaching institutes to collect information about the address of the PG and the phone number of the operator etc from the students living in the PG and give it to the district administration.
Along with drafting a code of conduct for teachers and parents, the Collector added that counselling of parents will also be done. “Students and parents will be informed about other career oriented courses,” he added. He also said that instead of getting disappointed on not clearing NEET-JEE, students should stay positive because there are many other options to move ahead in life apart from becoming a doctor and engineer.
Kota District Collector Dr Ravindra Goswami on July 5 announced that coaching institutes will now be asked to provide a unique ID to all students at the time of admission. This rule is being implemented on all students who will be enrolling after July 15.
This unique ID, which will be alpha-numeric, will give a special identity to the coaching student. Goswami said that a system of daily attendance should be made compulsory in coaching classes and if a child skips class for three consecutive days, the institute should find out the reasons and in case of any kind of suspicion, information should be given to the district administration and police so that necessary steps can be taken in time.
The Congress demanded Saturday that the medical entrance exam NEET-UG be conducted again and all “paper leak scams” thoroughly investigated under the Supreme Court’s supervision.
Amid the growing clamour for the cancellation of the controversy-ridden NEET-UG 2024 over alleged malpractices, the Centre and the National Testing Agency told the apex court on Friday that scrapping it without any proof of large-scale breach of confidentiality would be counterproductive as it could “seriously jeopardise” lakhs of honest candidates.

Congress President, Mallikarjun Kharge, has slammed the Centre for saying there has not been any paper leak in NEET UG 2024.

While the Supreme Court has convened, the NEET UG matter has not bee taken up yet. The NEET UG petitions are listed as item 31.

As the Supreme Court convened today, a counsel mentioned a petition filed by 56 students from Gujarat opposing the pleas to re-conduct the NEET UG exam. However, the CJI asked the counsel to mention the matter when the other NEET-UG matters are taken up.
Saying that the paper leak issue is a “betrayal of a lifetime dream” for many, Rahul said, “Today, these students and their families are looking up to us, their public representatives, to take bold and decisive steps to resolve the issue.”
“Our students deserve answers,” the Congress MP said, adding that a “parliamentary debate is the first step towards rebuilding and restoring their faith”.
The Supreme Court had also recently sought a response from the NTA asking if there was any time limit to raise grievances regarding the OMR sheets for the NEET UG candidates. A bench of Justices Manoj Misra and S V N Bhatti issued a notice on a plea made by a coaching institution, Xylem Learning Private Limited, and a few NEET candidates. Appearing for the petitioners, senior advocate R Basant said that several students were aggrieved as they were yet to get their OMR sheets. He also alleged that the OMR sheet calculations are “inconsistent with the calculations done with the answer key”.

A fresh plea was also filed by 56 students seeking a direction to restrain the Centre and the NTA from cancelling the controversy-ridden exam.
Rajasthan Chief Minister Bhajanlal Sharma on Sunday claimed that question papers of 17 out of 19 recruitment exams were leaked in the state during the Congress government’s rule, “pushing youths into the depths of despair”.
As soon as the BJP formed government in the state, a special investigation team (SIT) was formed to investigate paper leak cases that took concrete action in the matter and arrested 108 accused, he said.
Addressing a gathering after the inauguration of the Rajpurohit Global Center of Excellence (Rajpurohit Hostel) here, the chief minister said, “During the tenure of the previous government, 17 out of 19 papers were leaked.” Targeting the Congress, he alleged that the previous government had “pushed our youth power into the depths of despair”. The morale of hard-working and honest students was broken due to the incidents of paper leak, Sharma claimed.
“Around 108 people have been arrested in paper leak cases. These are the people who shattered the dreams of the youth,” he said and asserted that those who break the dreams of the youth will not be spared.
The Rajasthan chief minister said recruitments for around 70,000 posts are being made this year.
To guide the youths in building their careers in the private sector, Yuva Saathi centres are being established at all divisional headquarters of the state, Sharma said.
Prioritising the welfare of the country’s youths, Prime Minister Narendra Modi brought the National Education Policy 2020 to make the education system employment-oriented and the young people capable of facing the challenges of the 21st century, the Rajasthan chief minister said.
In Chittorgarh, BJP state president C P Joshi alleged that the Congress did not undertake any development work in Rajasthan during its rule.
“The previous Congress government did not do any work of public interest for five years. They did something a few months before the elections, and even in that they made people stand in a queue and made them feel that we are giving you something,” the Chittorgarh MP alleged.

For the year 2024 NMC has communicated its schedule for finalisation of the seat matrix for UG and PG seats in the last week of June indicating that it will finalise the UG seat matrix by third week of July and PG seat matrix by mid-August. The Supreme Court will hear on Monday a batch of pleas related to the controversy-ridden medical entrance exam NEET-UG 2024, including those alleging irregularities and malpractices in the May 5 test and seeking a direction to conduct it afresh.
The Centre and the National Testing Agency (NTA), which conducts NEET-UG, recently told the apex court that scrapping the exam would be “counterproductive” and “seriously jeopardise” lakhs of honest candidates in the absence of any proof of large-scale breach of confidentiality.
According to the cause list for July 8 uploaded on the court’s website, a bench comprising Chief Justice D Y Chandrachud and Justices J B Pardiwala and Manoj Misra is scheduled to hear a total of 38 petitions related to the exam.
The National Eligibility-cum-Entrance Test-Undergraduate (NEET-UG) is conducted by the NTA for admissions to MBBS, BDS, AYUSH and other related courses in government and private institutions across the country.
The NTA and the Union education ministry have been at the centre of media debates and protests by students and political parties over alleged large-scale malpractices ranging from question paper leaks to impersonation in the test held on May 5.
The Union education ministry and the NTA have filed separate affidavits in the apex court, opposing the pleas which have sought scrapping of the exam, a re-test and a court-monitored probe into the entire gamut of issues involved.
In their responses, they have said the CBI, the country’s premier investigating agency, has taken over the cases registered in different states.

It said the NEET-UG examination process “is not vitiated and the results do not deserve to be set aside as career prospects of lakhs of students who performed well on their own merits, cannot be jeopardised on account of few sporadic and scattered instances of unfair means attempted by an identifiable number of persons at identified places which are miniscule and insignificant in the context of very large number of meritorious candidates who have performed well”.
“It is submitted that in any examination there are competing rights that have been created whereby the interests of a large number of students who have taken the examination without adopting any alleged unfair means must not also be jeopardised. Scrapping the exam in entirety would seriously jeopardise the lakhs of honest candidates who attempted the question paper in 2024,” the ministry’s affidavit read.
The All India Students Association (AISA) is today holding a protest at Jantar Mantar, Delhi. During the protest, the group is demanding scrapping of NTA, resignation of Education Minister Dharmendra Pradhan and re-NEET.
NTA today released CUET UG provisional answer key. Check steps to raise objections:

Step 2: Click on the ‘Provisional answer key’ tab given on the home page
Step 3: Login by entering your email id and password
Step 4: Choose the required questions to be challenged
Step 5: Pay the fee and submit required supporting document
Step 6: Submit the objections for review
“Answer Key Challenge will be live shortly. Candidates can login with their credentials at https://exams.nta.ac.in/CUET-UG to see their OMR Sheet and responses. Challenges open till 5 PM of 9th July 2024,” an official post from NTA stated on ‘X’.
“Why is re-exam not taking place when paper of such a big exam has been leaked and injustice has happened? Injustice is being carried out against the youth and future doctors, engineers of the country. We demand that re-examination must beheld,” says Indian Youth Congress national president Srinivas BV, as per PTI.
“It is sad and disappointing to see a mighty government behave like a headless chicken. They postponed the NEET-PG few hours before the exam, and at the last minute, they have decided to postpone the NEET-UG counselling. The entire government is clueless about how to answer to the 23 lakh students,” Samajwadi Party leader Ghanshyam Tiwari told PTI.
Madhya Pradesh Congress chief Jitu Patwari on Saturday said his party would continue to corner the BJP government in the state over the alleged nursing scam and also move court as it involves the future of more than 4 lakh students.
His comments came a day after the MP Assembly’s budget session, during which the Congress sought the resignation of minister Vishvas Sarang with regards to the alleged scam, was adjourned sine die 14 days ahead of schedule.
“We will continue to fight. With evidence we will move court. We will protest on the roads. I congratulate our leader of opposition Umang Singhar and MLAs for raising the scam aggressively in the Assembly. We placed evidence against the minister (Sarang) but the ruling party is refusing to accept it,” Patwari said in a press conference.
Patwari said the BJP government does not believe in democracy and the parliamentary system, citing the 5-day session which he said was the “shortest budget session in MP in the last 20 years”.
“The future of four lakh students is in peril despite paying fees, clearing exams etc. Their future has been ruined by this corrupt government,” he said.
The CBI is probing alleged irregularities in the functioning of nursing colleges in the state, including several which exist only on paper.
The probe agency inspected 308 institutes, giving a clean chit to 169, while stating that 73 lacked infrastructure and 66 were unsuited.
Sarang was medical education minister in the previous BJP government when the alleged irregularities came to light.

The Uttar Pradesh health department is using YouTube for continuous medical education and competence building of government doctors posted in remote areas.
A YouTube channel — “Shukrawar ki Shyam, Doctors ke Naam” — has been started where specialist doctors make demo-cum-PPT presentations at 6 pm every Friday, said Partha Sarthi Sensharma, the principal secretary of the medical health and family welfare department.
“While some hundreds of doctors join them live, many more watch the episodes later,” Sensharma said.
More than 15 episodes have already been aired and viewed by thousands of doctors. The topics have been selected carefully to meet the gaps in knowledge — such as dealing with acute chest pain, diabetes, hypertension, acne and other skin diseases, chronic obstructive pulmonary disease (COPD), etc.
“The idea is to leverage the reach and power of digital connectivity to enhance skills as well as motivation of doctors working in provincial towns so as to improve health service delivery,” Sensharma said.

After the NEET result was announced on July 4, several students and other stakeholders knocked the doors of the top court asking for scrapping the grace marks that were awarded to 1563 students due to loss of exam time and more. All such pleas will now be heard on July 8 by a bench comprising CJI DY Chandrachud, Justices JB Pardiwala and Manoj Misra.
